The Extensible HyperText Markup Language (XHTML) is a family of current and future document types and modules
that reproduce, subset, and extend HTML, reformulated in XML rather than SGML. XHTML Family document types are
all XML-based, and ultimately are designed to work in conjunction with XML-based user agents. XHTML is the
successor of HTML, and a series of specifications has been developed for XHTML.

CSS is a style sheet language that allows authors and users to attach style (e.g., fonts and spacing) to structured
documents (e.g., HTML documents and XML applications). By separating the presentation style of documents from the
content of documents, CSS simplifies Web authoring and site maintenance.

These guidelines explain how to make Web content accessible to people with disabilities. Following them will also
make Web content more available to all users, whatever user agent they are using (e.g., desktop browser, voice browser,
mobile phone, automobile-based personal computer, etc.) or constraints they may be operating under (e.g., noisy
surroundings, under- or over-illuminated rooms, in a hands-free environment, etc.). Following these guidelines will
also help people find information on the Web more quickly.

In 1998, American Congress amended the Rehabilitation Act to require Federal agencies to make their electronic and
information technology accessible to people with disabilities. Inaccessible technology interferes with an individual's
ability to obtain and use information quickly and easily. Section 508 was enacted to eliminate barriers in information
technology, to make available new opportunities for people with disabilities, and to encourage development of
technologies that will help achieve these goals.
